The rule
Put zu before the infinitive, inside separable verbs. Clause-like infinitive groups take commas under the 2024 rules; integrated predicates are not split. Check the reference for the distinction.
verb/adjective/noun + zu + infinitive
Use zu before a simple infinitive and insert it inside separable verbs.
Do not use zu after modal verbs or common movement verbs in simple combinations.
Under the official 2024 rules, clause-like expanded infinitive groups are separated by commas. Bare infinitives can allow a word-group reading without a comma; integrated predicates are not split by a comma.
